Pro-Georgian president of South Ossetia Dmitry Sanakoyev told Russian journalist Dmitry Steshin by 8 August 2008 that neither he nor the Georgian government needed the war and cited multi-billion Georgian investment into the development of South Ossetia as a proof that Georgia was not preparing the war. Prime Minister Lado Gurgenidze said on 8 August that South Ossetian separatists launched a deliberate attack on the Georgian civilians after Saakashvili's announcement of ceasefire and that 100-vehicle armed convoy had entered through the Roki Tunnel from Russia before the midnight. Gurgenidze said that the Georgian government had notified the command of the Russian peacekeepers that Georgia was forced to respond to the attack. In England, the home director of the China Inland Mission, Benjamin Broomhall, was an active opponent of the opium trade, writing two books to promote the banning of opium smoking: The Truth about Opium Smoking and The Chinese Opium Smoker. In 1888, Broomhall formed and became secretary of the Christian Union for the Severance of the British Empire with the Opium Traffic and editor of its periodical, National Righteousness. He lobbied the British Parliament to stop the opium trade. He and James Laidlaw Maxwell appealed to the London Missionary Conference of 1888 and the Edinburgh Missionary Conference of 1910 to condemn the continuation of the trade. The president is directly elected by popular vote for a renewable six-year term. Requirements for this position, which were enacted by the PAP government, are extremely stringent, such that only a handful of people qualify for the candidacy. These qualifications include that a candidate needs to be a person at least 45 years of age who is no longer a member of a political party, to either have held public office for at least 3 years in a number of specific public service leadership roles, or to have 3 years experience as chief executive of a fully profitable private sector company with at least S$500 million in shareholders' equity, be a resident in Singapore for at least 10 years, not have a criminal record, and more. Candidates must also "satisfy" the Presidential Elections Committee (PEC) that they are a person of integrity, good character and reputation. From 2017, the Constitution requires that presidential elections be "reserved" for a racial community if no one from that ethnic group has been elected to the presidency in the five most recent terms. Only members of that community may qualify as candidates in a reserved presidential election. In the 2017 presidential election, this combination of stringent requirements and a reserved election that required the candidate to be of the 13% Malay ethnic group led to the PEC approving a single candidate for the presidency; Halimah Yacob, considered part of the Malay community, won in an uncontested election. Penn Station does not have a unified design or floor plan but rather is divided into separate Amtrak, LIRR and NJ Transit concourses with each concourse maintained and styled differently by its respective operator. The Amtrak and NJ Transit concourses are located on the first level below the street level while the Long Island Rail Road concourse is two levels below street level. The layout has been called a "confusing, multilevel maze of corridors," even prompting Amtrak at one point to release an app to assist commuters in navigating the station. Platform widths vary, with eight of the 11 platforms in the range of 19–20 feet wide. Platform 6 is the narrowest, at 17 feet, while Platform 1 is slightly wider, at 22 feet. Platform 10 is the widest platform, used exclusively by LIRR and nominally 38 feet wide. The main concourse, which was principally used by Amtrak until the opening of the Moynihan Train Hall in 2021, is at the west end of the block directly beneath Madison Square Garden and now used principally by NJ Transit. It was created out of the original station's waiting rooms and main concourse, though few remnants of the original still exist in the space.
