==== Operation Sem Desconto ==== On 23 April 2025, the Federal Police (PF) and the Comptroller General of the Union (CGU) launched Operation Sem Desconto, to combat a criminal scheme that, since 2019, had been promoting the diversion of more than 6.3 billion reais from retirement and pension payments made by the National Institute of Social Security (INSS), by using entities constituted solely for the purpose of including payroll deductions directly in the payment of their benefits, without the beneficiary's authorization. The legal authorization for deduction of association dues directly from payments to retirees and pensioners has existed since 1991. According to the CGU and the Ministry of Justice and Public Security, class entities, such as associations and unions, formalized Technical Cooperation Agreements (ACT) with the INSS, which justified payroll deductions from the agency's beneficiaries. However, the authorization for the deductions was, in many cases, forged. In this way, the CGU began a series of investigations after identifying the surge in the collection of the entities and in the deducted amounts from 2023 onward.
